Blue Bell Tunicate

Clavelina puertosecensis

The above is the scientific name for one of the smallest of the painted tunicates that are a dense blue color with white rims. This small colony found in about four feet of water matches that description. The amazing number of tunicate species, and the lack of scientific study to classify them all, makes exact identification difficult.
